SY Technology SY Technology Rather than use an international process overseen by the U.N. or even a coalition of allies, the U.S. is forging ahead with unilateral plans to appoint its own team to manage the transition to democracy in Iraq. Slated to head that team is Jay Garner, a retired general and ex-president of SY Technology, the company that provide technical support for missile systems used in the war. The Guardian (U.K.) reported that decisions on the government's composition appeared to be entirely in U.S. hands, particularly those of Paul Wolfowitz, the deputy defense secretary, a situation that reportedly has annoyed Garner, who is officially in charge but has had to accept a number of Iraqis favored by Wolfowitz in advisory roles. A close friend of Defense Secretary Donald Rumsfeld, Garner was named president of SY Technology in 1997 -- despite having almost no experience in business. Critics say he has little experience with building democratic governments, either. Garner was Reagan's top man on Star Wars and, after the 1991 Gulf War, told Congress that the Patriot missile defense system was a success -- even though it knocked down just one out of 88 Scud missiles the Iraqis launched at Israel and Saudi Arabia, according to the General Accounting Office.
